The official PCSO Jail Roster displays a booking image with name, booking number, booking date and time, charges, a case number when present, and bail when present. It is a current-custody page. The separate PCSO Release Report gives the stronger proof that county custody ended: name, booking number, arresting agency, exact release date and time, reason, and bail. It has no photo, charge, or case-number field.
This split matters. An image from the active roster should not be used to claim that a person remains held after a documented release. Likewise, the lack of an image on a release card does not mean no booking photo exists. Match the records by full name and booking number, then preserve the release reason. `RELEASED TO ANOTHER AGENCY` means PCSO custody ended through a handoff, not that the person returned to the community.

A county-only bond release may never produce an ODOC photo. A registry covers only people with the relevant ongoing statutory duty and is not a general list of Pittsburg County released inmates. The Oklahoma Open Records Act, including 51 O.S. section 24A.8, requires law-enforcement agencies to make specified information available if kept. Pittsburg County's photo-policy split is clear: PCSO publishes booking photos on the current roster and photos on limited statutory registry pages, but not on the Release Report. A formal request tied to a booking number is the official fallback. Disclosure and retention are decided under Oklahoma law, and no enacted categorical mugshot-access or anti-pay-to-remove statute was confirmed.
